About the Hummelstown Municipal Authority:
The Hummelstown Municipal Authority (HMA) is a legal entity that was reformed pursuant to the Municipality Authorities Act, 53 Pa. C.S. ยง 5601 et seq. (“Act”) by the Borough Council in 2022. The purpose of HMA is to manage, maintain, and upgrade aging stormwater infrastructure while complying with state and federal clean water mandates. HMA is composed of a five-member board of Hummelstown citizens that are appointed by the Borough for 5 year terms. The Authority is a separate legal entity that uses funds collected from stormwater fees and loan proceeds to finance projects which maintain the stormwater infrastructure that is owned by the Borough of Hummelstown.
Key functions include:
- Regulatory Compliance: Meeting Federal EPA and PA Department of Environmental Protection (PADEP) mandates, such as MS4 permits and Pollutant Reduction Plans.
- Infrastructure Management: Repairing and maintaining pipes, culverts, and storm systems.
- Water Quality Improvements: Managing sediment, debris, and pollutants to protect local streams and rivers.
- Funding and Projects: Implementing stormwater fees based on impervious surface area to fund capital projects like detention basins or green infrastructure.
- Public Education: Educating residents on reducing runoff pollution.
The Authority meets on the second Tuesday of each month. Meetings are held at 5:00 PM at the Municipal Building located at 261 Quarry Road.
