Experienced Public Sector Professional with over 25 years of local government and private sector experience in municipal and departmental leadership, land use planning, disaster preparation and recovery, transportation, economic development, managing growth, and budgeting. Experience and achievements include:
- Directed the activities of multiple municipal programs in Pennsylvania and Florida, including multi-million dollar cultural, recreational, revitalization, and public safety projects.
- Provided oversight for the acquisition, construction, maintenance, renovation, and disposition of multiple municipal buildings and park facilities.
- Instrumental in developing municipal strategic planning, including zoning ordinances, stormwater ordinances, and road ordinances, all requiring interdepartmental coordination.
- Coordinated a team of engineers from the US Army Corps of Engineers, FEMA, PEMA, PennDOT, PA DEP, State legislators, County legislators, local officials, local water management district staff, local first responders, and local businesses to plan, engineer, and execute a stream restoration and flood mitigation project in South Central, PA.
My wife, Chris and I love to travel and explore new places. We enjoy going on trips with few rules and minimal plans. We love to just pack up and head out and make up the plans on the way. We enjoy camping, hiking, biking and other outdoor activities. We both love cooking, movies and reading a good book. Most importantly, we love animals. We have cats that are all rescues. We want to give these animals a great home to live out their lives as part of our family!

Justin D. Hess, Assistant Borough Manager
Justin “J.D.” Hess started his career in the Borough of Hummelstown as a Police Officer in 1996. Serving with integrity and stamina, he held every rank within the Police Department. During his time with the Police Department, he fulfilled the role of Deputy Director with Hummelstown EMA and served as President of the Dauphin County Chiefs of Police Association, building relationships throughout Dauphin County and beyond. He served as the department’s Chief of Police for his last 5 years, advancing technology and efficiency. He regularly worked with all Borough staff, and it was not uncommon to see him on project sites, operating a plow truck, or running a skid loader. The exposure to special projects, emergency management, and his desire to continue serving residents of the Borough inspired goals post-retirement from the PD as an Assistant Borough Manager. J.D. brings a unique skill set; past Borough practices and experience, combined with exploring new ideas, technology, and methods to better serve our community with emphasis on fiscal responsibility and increased efficiency of operations.

Eugene Spencer, Chief of Police
Chief Eugene Spencer has served with the Hummelstown Police Department since 2006. He completed his police academy training at Harrisburg Area Community College in 2005. In 2008, Chief Spencer was assigned as the School Resource Officer (SRO) for the Lower Dauphin School District, where he served until the summer of 2020.
Throughout his career, Chief Spencer has progressed through the ranks, earning promotion to Corporal in April 2017 and Sergeant in November 2021. He was appointed Chief of Police in December 2025.
Chief Spencer currently serves on the Board of Directors for Communities That Care and remains actively involved in community-focused initiatives. He is married and the father of four children. In his free time, he enjoys spending time with his family, watching sports, and coaching youth soccer.
