Chief Eugene Spencer

Chief of Police

Police Department

Chief Eugene Spencer has served with the Hummelstown Police Department since 2006. He completed his police academy training at Harrisburg Area Community College in 2005. In 2008, Chief Spencer was assigned as the School Resource Officer (SRO) for the Lower Dauphin School District, where he served until the summer of 2020.  

 

Throughout his career, Chief Spencer has progressed through the ranks, earning promotion to Corporal in April 2017 and Sergeant in November 2021. He was appointed Chief of Police in December 2025.  

 

Chief Spencer currently serves on the Board of Directors for Communities That Care and remains actively involved in community-focused initiatives. He is married and the father of four children. In his free time, he enjoys spending time with his family, watching sports, and coaching youth soccer.

Christopher Mason

Originally from New York, Chris Mason moved with his family to Central Pennsylvania, where he graduated from Cedar Cliff High School in 2004.  He attended Harrisburg Area Community College, where he studied Criminal Justice and Police Science.  He graduated from the Police Academy in 2006.  Since then he has served with the New York City Police Department and Stewartstown Police Department.  Officer Mason has served with the Hummelstown Borough Police Department since November of 2011 and was sworn as a full-time officer in 2016.  When he is off, he enjoys spending time with his friends and family.

Joshua Martin

Police Department

Officer Martin has been employed with the Hummelstown Police Department since June 2015. He graduated from YTI Technical Institute in 2010, with a GPA of 3.97, in Criminal Justice & First Response with a 2-year Associates Degree. He graduated from the police academy located at the Harrisburg Area Community College Public Safety Center in 2013. He was hired as a part-time Police Officer in 2015 and hired as a full time Police Officer in 2016. In 2021 he was assigned as the SRO for the Lower Dauphin School District. Officer Martin is currently the Police Department's Firearms Instructor. He is married and lives in the Dauphin County area with his wife, and two rescue dogs. In his free time, he enjoys hunting, recreational shooting, going to the movies, gardening, and going out to eat.

Noah Kling

Officer Noah Kling is a 2016 graduate of the Lower Dauphin High School. He graduated the with the 20th Part-Time Police Academy in December of 2019 at Harrisburg Area Community College. Officer Kling was hired as a part-time officer by the Hummelstown Borough Police Department in June of 2020 and was hired full-time in April of 2021. Officer Kling is an avid outdoorsman and enjoys spending time with his family and pets.

Robert Allen

Police Department

Officer Robert Allen has been employed with the Hummelstown Borough Police Department since January 2020.  He graduated from Harrisburg Area Community College with an associate degree in Police Science.  He attended the Harrisburg Area Police Academy in 2019.  In his free time, he enjoys playing ice hockey, watching sports, and spending time with his friends and family.

Jamie Saenz

School Resource Officer

Officer Jamie Saenz began her law enforcement career with the Hummelstown Borough Department in 2013.  She completed the police academy at Harrisburg Area Community College, where she served as class vice president.  Officer Saenz was selected in 2024 as the Lower Dauphin School District School Resource Officer.  Outside of work, Officer Saenz serves on the board of directors at her local food bank.  Her hobbies include baking, reading, gardening, canning, and spending time with her family.

Nathan Day

Nathan Day has been employed by the Hummelstown Police Department since April 2022. He graduated from Hershey High School in 2017. In May of 2021, he obtained a bachelor’s form Shippensburg University in Criminal Justice with a minor in Psychology. While at Shippensburg, he was a member of the Lambda Chi Alpha Fraternity.  He then attended Municipal Police Academy at Harrisburg Community College in the 120th full time class. In his free time he enjoys watching sports, going to the beach, playing his guitar and hanging out with friends and family.

Antonio Gonzalez

Detective

Detective Antonio Gonzalez has over 15 years of law enforcement experience and currently serves as a detective with the department, where he investigates complex criminal cases involving digital evidence, cyber-enabled crimes, and financial investigations.

Detective Gonzalez has developed specialized expertise in the recovery and analysis of electronic evidence and the use of investigative technology to support criminal cases. He has received advanced training in digital forensics and cyber investigations through nationally recognized organizations including the International Association of Computer Investigative Specialists (IACIS), SANS Institute, Cellebrite, and the National White Collar Crime Center (NW3C).

During his career, Detective Gonzalez has collaborated with federal partners on technology-related investigations and has served as a member of the United States Secret Service Electronic Crimes Task Force. He has also served as a Cyber Task Force Officer (CATO) with the Federal Bureau of Investigation, assisting with investigations involving cyber-enabled crimes and digital evidence.

Detective Gonzalez remains committed to protecting the community through proactive investigations, technological expertise, and strong partnerships with local, state, and federal agencies.

Elizabeth Manning

Lead Co-Responder

Derry Township

Lead Co-Responder Liz Manning has been embedded fully with the Hummelstown Police Department since June of 2024. She can also be found with the Derry Township Police Department. In 2021, Liz worked with Hummelstown PD to implement the Co-Responder Program in this community. Originally, in April of 2020, she was embedded with the Harrisburg City Police for the inception of the Co-Responder Program in Dauphin County. In May of 2024, she graduated from Millersville University with a B.A. in Psychology. Then, in March of 2022, she graduated with distinguished honors with a M.S. in Clinical Psychology with a specialization in Forensic Psychology. Throughout her career, she has worked with various members, of any age, of the community living with mental health, intellectual disabilities, autism, and/or drug and alcohol needs. She has been integral in working on various Stepping Up Initiatives, including Diversion Specialists at the Booking Center, Mental Health Court, the Co-Responder Program, and Crisis Intervention Team (CIT) Training for law enforcement officers. When she is not working, she enjoys spending time with her fur baby, family, friends and church family. Her hobbies include watching hockey, reading, baking and taking road trips.
