Justin D. Hess, Assistant Borough Manager
Justin “J.D.” Hess started his career in the Borough of Hummelstown as a Police Officer in 1996. Serving with integrity and stamina, he held every rank within the Police Department. During his time with the Police Department, he fulfilled the role of Deputy Director with Hummelstown EMA and served as President of the Dauphin County Chiefs of Police Association, building relationships throughout Dauphin County and beyond. He served as the department’s Chief of Police for his last 5 years, advancing technology and efficiency. He regularly worked with all Borough staff, and it was not uncommon to see him on project sites, operating a plow truck, or running a skid loader. The exposure to special projects, emergency management, and his desire to continue serving residents of the Borough inspired goals post-retirement from the PD as an Assistant Borough Manager. J.D. brings a unique skill set; past Borough practices and experience, combined with exploring new ideas, technology, and methods to better serve our community with emphasis on fiscal responsibility and increased efficiency of operations.

Diane Casamassa, Finance Director
Diane joined the Borough Administration staff as Finance/HR Director in September, 2025. Prior to the Borough, she worked in finance at Hershey Entertainment & Resorts and Lower Dauphin School District.
Diane oversees the financial operations for the borough, including managing the budget, payroll, insurance/benefits administration, and all accounting processes.
Diane, her husband (Greg), and two children (Michael & Taylor) moved to Hummelstown over 20 years ago.
"We feel very fortunate to live in Hummelstown and to be members of this community. Our kids are LD graduates who were very active in the school and community. I am thankful for the opportunity to work for the Borough and its residents."

Eugene Spencer, Chief of Police
Chief Eugene Spencer has served with the Hummelstown Police Department since 2006. He completed his police academy training at Harrisburg Area Community College in 2005. In 2008, Chief Spencer was assigned as the School Resource Officer (SRO) for the Lower Dauphin School District, where he served until the summer of 2020.
Throughout his career, Chief Spencer has progressed through the ranks, earning promotion to Corporal in April 2017 and Sergeant in November 2021. He was appointed Chief of Police in December 2025.
Chief Spencer currently serves on the Board of Directors for Communities That Care and remains actively involved in community-focused initiatives. He is married and the father of four children. In his free time, he enjoys spending time with his family, watching sports, and coaching youth soccer.

Alex Tinsley, Zoning/Code Compliance Officer
Alex Tinsley serves as the Borough’s Zoning and Code Compliance Officer, a position he has held since January 2025. In this role, he is responsible for administering and enforcing the Borough’s zoning and property maintenance ordinances, reviewing permit applications, conducting inspections, investigating complaints, and ensuring compliance with applicable codes and regulations. He also works closely with residents, property owners, and contractors to provide guidance on zoning requirements and code compliance matters.
Prior to joining the Borough, Alexander worked in Lancaster County in a similar capacity, gaining valuable experience in municipal code enforcement and zoning administration. He holds certifications in the International Property Maintenance Code (IPMC), International Residential Code (IRC), and International Plumbing Code (IPC), demonstrating his strong technical knowledge and commitment to professional standards.

My tasks focus on helping maintain police record keeping, the Borough utility billing program, and the creation and management of Borough documents. My favorite part of my job is interacting and helping serve the Borough residents.
